The Soviet Union had declared that all prisoners of war would be released by the end of 1948. Those who were still being held back were war criminals! The Russians are unrivalled also in their insolent impudence.[1]

Cartellieri describes in detail how the Soviet Union endeavoured to get the ordinary prisoners of war released at least until the end of 1949, and that the remaining prisoners were actually all tried and convicted as war criminals, so that “after 1950, with exceptions, there were only convicted German prisoners of war in the Soviet Union” (p. 38). Although the trials were conducted like summary trials and the sentences were uniformly 25 years (p. 324 f.), according to Cartellieri the accused fell into categories (e.g. p. 321 f.) that could certainly be considered suspect of having committed war crimes: Soldiers and officers of combat troops below the rank of colonel were not included, but those who dealt with prisoners, civilians or partisans, such as military police, security forces, army administration and the like, were. A third of the convicts were repatriated already in spring 1950, another third in autumn 1953 and the rest, almost 10,000 soldiers (as well as around 20,000 civilian internees), at Adenauer’s instigation around the turn of the year 1955/56 (p. 327).
