Is it presumptuous to start talking about myself? I think you as a reader should know who talks to you through these lines.

I am called "Truto Acero" though my full name is "Truto Acero Filo de Antirino Koregonkastelano". Truto (Trout) is my first name, Acero (Maple) my second name, Filo de Antirino means that I am the son of Antirino (Snapdragon), and Koregonkastelano means I was born in a city called Koregonkastelo (precise: 'Resident of Koregonkastelo' [Lavaret Castle]).

No actual family names exist in our culture except in very rare cases. All names do mean something, mostly animals or plants.

When Fora Rifo gained its independence, I was the guy in charge of everything, and substantially, this remained.

  During the regime of Gronk, Elafites and Zufites (including Fora Rifo) were more or less ignored. It seemed that the central government didn't even remember the islands existed. In the naming conference 297 the islands were not mentioned at all, and in a Gronkian "detailed map" of 298 there was only a blue ocean where the islands are located. This naturally did not boost the popularity of the Gronkian authorities in the islands, though no open revolt was ever attempted. The islanders soon learned the 'silent way' - to act like there was no central government, and little by little the actual power was transferred to local authorities. Needless to say, the Gronkians didn't even notice that the islands were practically independent.

After the fall of the Northern Gronk empire, Elafites declared independence on May 31th, 300. The next day, June 1st, Zufites followed the example of their fellow country. On June 21th, representatives of both countries met in Libereco Island, Zufites, and agreed to form a new state. In this meeting Ritjo Cevaldrenilo, using the royal name Karolo I, was elected the first king of the newly formed state. The Kingdom was officially formed on July 1st, 300.

During the first half year of independence, the oversized police forces took the actual political power from the parliament and government. This resulted many riots which the police ended sometimes very violently. By the end of year 300 most opposition members were expelled to Fora Rifo prison island. When religious riots started on Zufites, the police forces transported almost 3,000 Mounists to Fora Rifo and used them as slave labour in the phosphate mines. After a violent riot the Fora Rifo island declared independence as Free Mounist Republic on 23rd of december 300. When the police forces started to bomb the island in the "Yule War", the citizens on Elafites and Zufites started a revolt against tyranny. The police forces having sent most of their troops to Fora Rifo had to surrender and the king took over the governing duties calling representatives of all islands to negotiate the future of Ezo.

Old Fora Rifo Coat of ArmsWhen Fora Rifo agreed to stay within the kingdom as a free mounist republic with self-government, the new kingdom was founded. The king appointed a new government whose first and very difficult task was to try to restore the Ezo reputation. Police forces were cut down to minimum and many high ranking officers were sentenced to life in prison.

After negotiations mediated by the Sultanate of Feniz, Fora Rifo agreed to stay within the kingdom as an autonomous state.

This status proved at last as unacceptable to Ezo as well as to Fora Rifo. Thus, Feniz was again asked to mediate betwen the involved parties in February 301. These talks ended up in Feniz taking over the task as protector of the island from Ezo on 27 February 301 by a treaty known as the "1 + 2 Treaty". Consequently, the former consul of Feniz was appointed Royal Fenizic Ambassador.

On 9 May 301, the Divan accepted the installation of a Mauretanian-sect Imam, not without respect to the Caliph Of All Faithful in Fenizabad, as it was felt that the harsh style of mounism followed hitherto should be replaced by a more civilized one. A Mauretanian-sect Imam had already been offered by the Imam of Nova Luxa during the Zufites riots but refused by the Ezo government.

In the first half of 301, we registered the immigration of some 1,500 persons from Ezo (following the first breakdown of the kingdom), mostly friends and neighbours of ours from the Zufites, plus about 1,000 persons having emigrated from Zartania for different reasons, and the establishment of the Fora Rifo Department of the Fenizabad University with about 500 persons, including families. So we arrived at 6,000 inhabitants by end of July, 301.

La 1 + 2-Traktato / The 1 + 2 Treaty

 
The High Signatory States,

- intending to build the best possible future for Fora Rifo,

- wishing to preserve a deep and eternal friendship among their peoples and governments, and

- hoping to help preserve peace on Vexillium,

have agreed on the following treaty:

§ 1. Tranfer of Responsibility for Fora Rifo

The Kingdom of Elafites and Zufites (hereinafter termed Ezo) transfers its responsibilities regarding the Autonomous Moun Republic of Fora Rifo (hereinafter termed Fora Rifo) to the Sultanate of Feniz (hereinafter termed Feniz).

§ 2. Guarantee of the Autonomy of Fora Rifo

Feniz will respect the autonomy of Fora Rifo by treating it like any other, foreign Nation. In relation to third parties, Feniz will act for Fora Rifo as if it were a part of Feniz. To make sure that Fora Rifo's interests are recognized, the ambassador of Fora Rifo to Feniz will be a member of the Divan of Feniz.

§ 3. Transitional Regulations

(1) The Ezo Mono will remain valid on Fora Rifo until its government decides on the future currency. The banknotes and coins of Ezo currently in circulation on Fora Rifo will be restituted to Ezo as soon as possible.

(2) Ezo will continue to provide the vital supply & traffic services. The future conditions of these services will be negotiated within three months.

(3) Ezo government and public offices working on Fora Rifo, like the post office, will remain in operation. They are required to report to the Fora Rifo government unless directed otherwise. Personnel of these offices may return to Ezo within three months.
